President did take responsibility but blames federal government that they are weak on information technology. His solution for now.... the application needs to be simplier. He cannot promise a Novemeber 30 fix. It will only be improved (for the majority od users). He cannot guarantee a seemless experience on Nov 30. But in the he end, he is happy he took on the National Health Care.... no regrets.
